Joan Bishop Leads Growing Government Services Business for Encore Health Resources

HOUSTON, TX – Veteran federal health IT expert Joan Bishop is leading a growing Government Client Services (GCS) team for Encore Health Resources, a company ranked by KLAS this year as one of the top two overall performers in HIT advisory services.  Based in Washington, D.C., Ms. Bishop recently joined Encore from Lockheed Martin, where she served as the Principal responsible for developing strategies and opportunities across the military health domain. 

As Encore’s new GCS Executive, Ms. Bishop is leveraging Encore’s strengths – including deep experience in business intelligence and health analytics, strategic IT planning, Electronic Health Record (EHR) implementation and optimization, and project mentorship and management -- to help the Federal Health Sector meet its challenging goals in today’s environment of unprecedented healthcare reform.  Under her leadership, Encore’s GCS team will translate  the strengths of the company’s recently announced proprietary CoreQUEST™ Solution and its new CoreGPS™ Data Tool as well as its track record of success in care-delivery transformation for many of the nation’s most respected health systems into programs that address the care-modernization needs of federal health agencies, both civil and military.

Examples of such key federal initiatives within the Veteran’s Administration alone include the VA’s commitment to the implementation of Virtual Lifetime Electronic Records (VLERs), the building of Veteran Relations Management capabilities that enable convenient and seamless interactions – including an integrated Electronic Health Record with the Department of Defense -- and the transformation of healthcare through the use of health informatics.

Ms. Bishop brings to Encore over 25 years of achievements as a business developer, strategic planner, and negotiator, with deep experience in information technology (IT),  military health and readiness, , force health protection, public health preparedness, and emergency management consulting for clients across the Department of Defense (DoD) and Federal Government.

Of those years, more than 20 were spent in military health, focusing on joint military medical operations and information systems analysis, strategic simulation and war gaming, software development, and force structure and sustainment analysis support.  Prior to her work at Lockheed Martin, Ms. Bishop held senior management positions of increasing responsibility in military health, emergency management, and health IT at Booz Allen Hamilton, where she rose to the title of Senior Associate.
